Well… here’s a head scratcher for you. I logged in and exported the categories with no problems. It worked just like it should. I tried a couple of the other export tools and they worked fine too.
Try this, create a second admin account for you, going thru the registration process and upgrading it just like you did for me. Then login as the new admin and then try an export. Does that work or fail?

Nope, you can downgrade or remove as your see fit. I’ll be importing and testing the category ordering in a few moments.

ParticipantDowngraded. That way if we need to do this again it will be one less step. Thanks.

Back to the ordering… This is easier for me to explain by example.
When you “flatten” the category list so it is not hierarchical anymore the order will be “flattened” too. So if you look at your present ordering, you have several 1’s, 2’s and so on. When he ordering is “flattened” all the 1’s will be grouped together, then the 2’s and so on. You can verify this by looking at your category order and this entry.
You can achieve what you want but you need to rethink the ordering numbers used a little. The best way I can describe it thinking of it is, think 3 dimensionally, like floors in a building … at least that is the method I use, that might not make any sense to you. Now, with that in mind here’s the ordering you want to use to achieve both the hierarchical ordering and the flattened ordering:
— Apersee Provider apersee-provider 0 2 100 — — By Offering Type by-offering-type 0 3 110 — — — Offering: Services services 1 4 111 — — — Offering: Software software 1 5 112 — — By Organization Type by-organization-type 0 6 120 — — — Org Type: Corporation corporation-by-organization-type 0 7 121 — — — Org Type: Government government-by-organization-type 0 8 122 — — — Org Type: Law Firm law-firm-by-organization-type 0 9 123 — — — Org Type: Provider provider-by-organization-type 1 10 124 — — By EDRM Stage by-edrm-stage 0 11 130 — — — EDRM Stage: Information Governance information-governance 0 12 131 — — — EDRM Stage: Identification identification 1 13 132 — — — EDRM Stage: Preservation preservation 1 14 133 — — — EDRM Stage: Collection collection 1 15 134 — — — EDRM Stage: Processing processing 1 16 135 — — — EDRM Stage: Review review 1 17 136 — — — EDRM Stage: Analysis analysis 1 18 137 — — — EDRM Stage: Production production 1 19 138 — — — EDRM Stage: Presentation presentation 0 20 139 — — By Subject Matter Area by-subject-matter-area 0 21 140 — — — Subject Matter: eDiscovery ediscovery 1 22 141 — — — Subject Matter: Information Governance information-governance-by-subject-matter-area 0 23 142 — — — Subject Matter: Cyber Security cyber-security 0 24 143 — — — Subject Matter: Archiving archiving 0 25 0 — — — Subject Matter: Forensics forensics 1 26 0 — — — Subject Matter: Jury Research jury-research 0 27 0 — — — Subject Matter: Legal Hold legal-hold 0 28 0As you see you need a ten’s digit for each level you want to order, then you increment by 1 in the correct level. This work real well when you have 9 or less in each level. If you have more than that, then you’ll need a larger “gap” between levels.
I really hope this makes sense!
