Looking thru the core WP code, the only way to land on that page is when the WP version stored in the WP options table does not equal the version hard coded into a file. I can not fathom how this value would get changed/removed by doing an export. Connections does store transient data in the WP options table which is removed during the download part of the process. I do not believe that would cause this as other areas of Connections uses the same transient methods.
To restore the admin, do you restore files and database or just the database?

I took a much closer look at the screenshot you had attached to a previous reply of the database upgrade message. It contains a partial referrer in the URL. It appears the redirection to this screen occurs after the export is complete but before the CSV download occurs.
Can you please look in the
../wp-content/uploads/folder to see if their are CSV files? If there is, can you download one and see if it is complete?08/03/2018 at 8:06 pm #469177mattiasa

If the CSV files exist and are complete, so this issue is occuring between the final CSV export step and right before the CSV download step. I just do not see how this is possible, yet it seems it is occuring. There must be some edge case issue that is causing this.
I would like to track this down and correct. To do this I would need FTP access and access to the database. Basically I need to see what is happening to both both of these when the upgrade message is displayed.
