Two things
Wordpress emails to admin email accounts can be blocked by the host. When this happens, users get their emails, but admin don;t. Not quite sure what it is but contact your hosting company and tell them that WordPress admin emails are not being received. They can flick a switch
Secondly, is there any way to send the person who submits their site details an email when there submission has been approved?.

I wasn’t aware that some host blocked emails to admin accounts, interesting. That would explain why using an SMTP plugin would work…
Sorry, no, there is not a way to send an approval email to the user. It is on the road map, but I do not have an ETA yet.
