    How can I move county so it’s not displayed before City? Documentation only shows a token for %city% but no %county%

    (I also tried moving tokens around, but they still display on the front-end in the default format)

    There is a %county% token which should work. Double check and make sure the template you are customizing is the template you are actually displaying on the site.

    Also, you if you using any type of page caching, server-side or a plugin, make sure to clear the page cache.
