From what I can see, there are two times an email is sent when someone creates a listing:
1) An email is sent to the person submitting the listing confirming that it has been received.
2) An email is sent to the directory administrator when someone submits a listing.
How can we set up Connections to send out an email when the listing is APPROVED by the administrator?

Sorry, but that option does not exist. I’ll eventually have another extension where emails can be setup for all sorts of actions, but admittedly, it’ll be awhile before I’m ready to have something ready for release. Until then something custom would have to be built for you. I do have a third party dev I can recommend if you’re interested.
