When I attempt to use the Easy Table of Contents and click on an item it scrolls below the header instead of right above it. This is a bit disorienting and does not seem to be how the plugin is intended to work. Is there a way to fix this?

Navigate to the Table of Contents Settings admin page. Locate the Smooth Scroll Offset option and increase the value to be larger than the static header on your site. In many cases that addresses the issue. However, there are theme which dynamically set the offset on their own for their header so the Smooth Scroll Offset would not have an apparent effect because the theme readjusts the content again after the scroll to account for its header. In this scenario there is nothing I can do to resolve because that is how the theme was designed.
