I made a copy of one of the default templates and now I would like to pull in a CSS file for styling of the template. What is the easiest way to do this? Is it possible for me to have control of stuff before and/or after the looping portion of the card?

I’m going to assume you did this by just copying the
card folder from the
../templates/ folder within the Connections plugin folder…
Create a new file named
card.css and put it is the same folder as the
card-default.php file. Connections will enqueue the CSS file automatically with the template is registered.

What do you wish to control? Right now, the only things in the Connections core is the character index and the character group headers which output before the loop of the card and only if that is enabled in the settings.
