The one last thing I can think of is before uploading, change the file name from .csv to .txt.
If that does not work, if you give me a temp WP admin login and FTP login I can take a look today and get this working for you on your site. Details can be posted here as a private reply. There must be something a bit more unique to your web server config that is preventing such a simple file from uploading.
Im having a issue too with the csv import extention. I match fields with corresponding fields and yet when it says “Import Complete!” And I go to the manage tab it doesn’t have one single contact imported. I dont get a error message or anything, its interesting.

You issue seems unrelated to the issue in this thread.
Please make sure your CSV file is setup to meet the documented requirements.
Review and follow the tips for a successful import.
And… read the FAQ on Why is nothing being imported?
I suspect that if you exported your CSV file from Connections, the reason nothing is being imported is because you are importing into a new site where the entry IDs do not exist. This is covered in the FAQ.
