I have looked in the dashboard/connections admin area as well as in template.php.
Rather than changing the core plugin code, which will be lost during plugin updates, see this QuickTip which explains how to do this in an update safe way.

Well… that looked hopeful, but it all ended at this stage:
“After you install and activate the Say What? plugin there will be a new menu item added under the Tools admin menu named Text changes.” There is no option for text changes in the Connections menu…
Say What? is a plugin by another developer… it is not a plugin for Connections specifically, it’ll work with any plugin that is translation ready… it adds its admin menu to the WordPress Tools menu section.
