Sorry, no, the category order is alphabetical only.
Connections has fairly robust ordering capabilities, see this doc page for more detail.
Yes, the category description can be shown when filtering by a specific category. This can be enabled on the Connections : Settings admin page under the Display tab in the Results List section.
Yes, the “Show All Categories” text can be changed, see this doc page. The instructions are for cMap but they work just the same with Slim Plus and any other template which includes a category drop down.
Yes, the category drop down width can be changed but only by using CSS. Add the following to the end of the theme’s style.css file:
#cn-slim-plus .cn-cat-select { min-width: 400px !important; }

Sorry, this was posted in the Slim Plus forum, so I assumed that was the template you were using. The css is very similar be does need changed for Excerpt Plus. Use this instead:
#cn-excerpt-plus .cn-cat-select { min-width: 400px !important; }
