Sorry, after looking at the pages I linked to I do believe Connections would be a good fit at this time. Because there is now way to control automatically what info can be entered and displayed base on level. There also is not a way to take payments and manage renewals.
You could probably achieve something close by manually controlling the input to ensure the various members only are able to display the permitted info and you could use categories to split them in separate directories based on level. If you expect any type of volume, honestly, doing it manually could get overwhelming.
