I purchased cMap the other day and am trying to use it. However, after loading the plugin, it shows as active on the plugin page but it is not appearing on the dashboard so that I can configure and use it.
I have already tried deactivating all plugins and even the theme but it still does not show up.
I am pretty sure everything is pretty up-to-date.

PHP Version: 7.2.15
PHP Memory Limit: 512 MB
PHP Time Limit: 300
PHP Max Input Vars: 1000
What else can I try?
It sounds like you may not have first installed the the free core Connections plugin. The cMap template is an addon for Connections.
Here’s the install directions and quick start guide for Connections:
After you have Connections installed and configured, then you can activate the cMap template for use. Here’s the link to those instructions:
