Is it possible to add fields from other database tables to the forms and templates of Connections? For example, if I have an existing table of users’ voting histories, can Connections perform queries that include that table in addition to the Connections’ table.
If so, can you briefly describe how this would be accomplished?

Well, the short answer, yes, it is possible. Can I briefly described how this can be accomplished, sorry no. It way too complex of a topic that would require decent knowledge of PHP and the WordPress

I apologize if I my was confusing or not clear.
The answer is yes, with knowledge of PHP and the WordPress
wpdbdatabase abstraction class. One can use it to query any data from any plugin which stores data in the WordPress database and combine the data in any way you wish. If the plugin you want to pull data from provides some way to pull data for you and display it, then it would be easier in that you would use the other plugins code to pull and display the data within a custom Connections template. You would still have to have build some way to link the data from the two plugins.If you are asking if their is a point on click type of interface where one can somehow link and display data from a third party plugin. Then, the answer, is indeed, no.
Hopefully I have provided a more clear answer. If not, please let me know and I’ll try to explain in a different way.
