You would deactivate and delete Connections. Your data is safe (this is basically all WP does during updates).
You would then install the old version of Connections by clicking the Add New plugin admin page menu link and then click the Upload button to upload the zip file you would have downloaded by clicking on the link I gave you. The just follow the prompts WP give to install and activate.
Normally, I do not recommending rolling back but in this case it should be safe. It hopefully should allow us to see if that small tweak where WP now translated the data is having a negative effect or not.

You could try rolling back to version 8.9. That was the last version where a date change was made:

That has been the only change in quite some time and it only runs the date thru the core WP function to translate date month names into their localized translations. So I not sure why that would affect the date for the widget.

RE: I have cleared all the caches multiple time and have even deactivated w3 cache but nothing changed and i do not believe to be the issue.
Thanks! Both W3TC and WP Super Cache can be flaky at times (imo) so when I see them the first thing I have to ask is to flush/clear the cache. Many times that is all that is required because old files are being served from the cache.

- What changes have been made? Theme update, plugin updates (that are not Connections related?
- Scour the theme settings and look for any setting which looks like it may affect select drop downs and turn it off to see if that makes a difference.

Odd… Can you please send me a screenshot showing the exact settings in which is does and does not work so I can try to replicate this. Thanks!

Great to hear! I suspected that something in your user meta, where the filter settings are saved, became corrupt or had invalid data causing the entry query to return no results.
