No, importing does not link users to a Connections entry based on email that is what the Link extension does when the user logs in.
I see you have purchased the Pro Pack, do you have Link installed and activated? I suspect that it is because you would not see the “Add My Directory Entry” link.
Do you have any membership like plugin installed and activated in WordPress? If you do, which one?
