What version of the CSV Import? Is it current? The current version is 1.4.7.

Generally errors like this is due to malformed CSV files. I suggest opening the file in Google Sheets or LibreOffice Calc. Remove all empty columns, save out a copy ensuring the file is UTF8 encoded.

If CSV Import is current and following the above linked advice does not help, you can attach the file as a private reply. You might have to rename it from .csv to .txt in order to attach it.
