re: The other issue that is vital is that me must have the capability to control the order in which hotels appear on the hotels page. It cannot be alphabetical; we list them according to current TripAdvisor ratings, and change them periodically according to TripAdvisor.

See the Custom Entry Order extension. That should do it.
