Yes, a user can select as many categories as they wish. This is assuming you’re using Link to allow the user to input and maintain their own entries. The category selection is exactly the same as the category widget on the Connections : Add Entry admin page.

Rather than repeating the same four categories under each region; why create a parent category for all your regions and then a parent category for each service?
