Hmmm… I do not know. I just tested with this shortcode:

What is the exact shortcode you are using?
I created 3 test entries in a test category with the ID of 331.
I entered the birthdates of 2/1, 3/8 and 5/31, set as unlisted. The order was shown as expected. I even changed around the dates to make sure the order changed according to the dates and they did.
A couple things to check…
It looks like you might be using page caching, make sure you flush the page cache to ensure you’re viewing the latest version of the page.
Make sure you have only one birthday entered.
