I am having this same problem and it is not getting fixed by the permission change.I’m not able to get images to display – all I get is the circle.
The circles also appear in the admin side when viewing the contact manage page.
Only when I go to the individual contact’s page, the image is there.
I do not understand what you mean with:

You must have an .htaccess file blocking the access of the following folder:
../wp-content/plugins/connections/cache

Accessing the folder generates a 403 forbidden error by the web server.
