Sorry, but this is not going to work in the excerpt.css file … Like I mentioned, you should really put this at the end of the theme’s style.css file.
/wordpress/wp-content/themes/empire/style.css

Why? The widget has no CSS of its own so there is no associated CSS file. I hope that helps.
