The activate/inactive status in the plugin editor does not matter when editing one of the asset files for a plugin. It only means anything when editing the main plugin file, the one with the plugin header text which will be loaded by default when selecting a plugin to edit.
I do have to apologize, when I gave my instructions I was not thinking about all the necessary javascript the needs to be written to init and draw the map using the Google Maps API. The command I gave just outputs the empty container for the Google Maps API to populate, nothing else. Sorry.
You might be way better off using one of the many plugins out there that can display a map using a shortcode. Both the bio and notes fields do support shortcodes. I should have suggested that initially, sorry. One disclaimer, I’ve never tested using another plugin’s shortcode that outputs a map in the notes or bio field… in theory should work fine.
