The is an error return by WordPress. WordPress was unable to save the file to the following path:

../wp-content/uploads/csv_files/

Make sure the uploads folder is writable. Also make sure the csv_files folder is writable.

The upload is handled by core WordPress functions, so, it is possible another plugin it interacting with uploading which in turn is causing the error. With this possibility, please check for plugin conflicts.
