This can happen… more of a WP issue than a Connections issue. It’ll happen depending on the method you chose to migrate the site. WP roles and capabilities are saved in the db and if not migrated properly will be lost. It is best to use a plugin like Duplicator or Backupbuddy to move sites around because they handle this and other critical items during the transfer.

To fix this, you can refer to this FAQ. The instructions are targeted towards s2Member but the same instructions will still apply. Basically what is does is add the custom capabilities Connections requires back to the WP database.
