You need to login and download the update from your purchase history for Tile Plus. Only Tile Plus 4.x and greater will updates show up in the admin, only if your purchase has a support license key. Whether or not you have a support license key depends on when you made your purchase. Your purchase could be a grandfathered purchase where you are free to download updates from your purchases history at anytime. Newer purchases(beginning the end of 2013) have support license keys which require to be renewed annually in order for continued access to updates via the WordPress Plugins admin.
