You can assign categories in the CSV so they are created and assigned during the importing of a CSV file. Here’s the related FAQ.

Do you mean just importing categories? You can do that too, though, not exactly straight forward.

Create a CSV with three columns; first name, last name, category.
You only need to add a single row.
Add a bogus first and last name.
In the category column, add all you categories separated by commas.
Import the CSV and then delete the bogus entry. You’ll be left with just the imported categories.
