Go to your purchase history, click the Licenses tab. Click the Manage Sites link and then click the Deactivate site link. Repeat this for each item you want to change. You will then be able to activate the license on the site you are trying to activate it on.

Sorry to hear you having this issue. This is a wp.org issue not an issue with Connections.

The only real solution is to wait a bit and then try again.

You already have it activate on a site. You first have to deactivate it on that site. YOu can do that following the instructions I gave above.
