It must be something with with your configuration of PO. I installed PO using the default config and I was able to activate/deactivate cMap with no problems. The plugin folder has changed from cmap to connections-cmap. So, perhaps, if you have a plugin filter setup with the older cMap it would not work with the new cMap.
