Connections is still in the Plugin Directory. For some reason the plugin upgrade failed. My first guess would be that the memory allocated to PHP was exhausted. Here’s a link to a great blog post on several ways to increase the value.

To be able to re-install Connections, you’ll have to log in to your site with FTP and delete the connections folder in the ../wp-content/plugins folder. After that folder is deleted, you’ll be able to re-install Connections.
