No, this is not a bug. Currently the index is only in page links to the character groups that exists on the current page of results. Previous version of cMap only listed filtered the index to only show the actually characters on the current page rather than all letters. but many wanted all letters regardless if they worked or not, so I removed the filter. I still personally feel this is poor user experience so I am working to resolve it where clicking the character will actually filter the list by character. I was hope to fit this into the 0.7.9 coming at the end of the month but I’m not sure I’ll get it fit in in time. So it will likely come in version .8.

You can try showing the entire list by turning off pagination support in cMap. You might, run into server resource issue though that could prevent the entire list from being shown.
