That is because the Certifications extension does not have the code which registers the field so it can be imported. Honestly, I have even looked into what exactly would be required, code wise, yet. I do not think it would be too difficult because they would be imported similarly to categories since Certifications are attached as a taxonomy.

RE: Fields are delimited with a semicolon and all certificates with a comma.

That is no problem. You would wrap the certificates in quotes, eg. "Cert One, Cert Two, Cert Three".
