While you are testing, I would not worry about the licenses. cMap will continue to function normally. The limitation imposed when no license is active is that you can not receive in admin updates to cMap.

After testing, when you are ready to move to production, before you take the old site offline, make sure you deactivate the licenses. After you release the new site, activate the licenses.
