Add an Entry ID column to you CSV file. Then add the ID assigned to each entry by WP to after you import to your CSV file. Then when you import again, Connections will be able to update that entry. Without that ID is is not possible to know if an entry is a duplicate or a new record. For example a last name change, there is no way to know that is not a new entry vs. an entry to be updated.

Alternatively, instead of manually adding that Entry ID, after you import, you can export a CSV file which will already include it. This is found on the Connections : Tools admin page under the Export tab. You would want to use the “all” tool at the bottom of the page.
