That’s the last place I recommend putting the code because if you update or change your theme, it’s gone and you’ll have to redo it.

I like the Code Snippets plugin. But the Functionality plugin and Pluginception should do fine too. If you use Pluginception, then I also highly recommend the WP Editor plugin as it makes edit PHP code easier.
