You would purchase another Pro Pack. You can purchase it as many times as you need.

My suggestion would be to only activate the support license keys on you “live” sites. But if you wish, you can activate them on your dev sites. You would first have to deactivate the support licenses on the dev site before moving your dev to a “live” site. After the move is complete, you can then reactivate your support licenses.
