I would say not bug or feature, just by design…
Using the “Submit New Entry” function of Form is to allow, anyone, site visitors to submit entries to the directory. Link is what allows one to submit “their” entry to the directory which, if given the permission, will be able to edit. That link would initially show as “Add My Directory Entry” and then change to “Edit My Directory Entry” after they submit their entry.
You can have both enabled to allow submission by a third party as you explained but that individual would have to have a user account and log in for Link to link the entry and account so that user could edit. Or, that third party would have to have multiple user accounts.
Connections already keeps track of who added an entry, if the user is logged in when it is added, which at some point will allow the concept of entry “owners”, if you own an entry, you can be given permission to edit it. It is on the to do list, but honestly not very high and when it does come, it’ll likely be added as an extension so it only works for those who specifically want the feature.
