I assume you mean for the “Select Category” text, yes? You need to use the str_select and str_select_all shortcode options for Tile Plus. See this FAQ for more details.

Yes, you can download the PO files directly from Transifex and then use Poedit to create the MO file. This FAQ explains the process. Unless you’re updating a translation, you really do not need to do this because I try to keep all the translations current and distributed with Connections.
