You have a fancy quote in the shortcode. WordPress does not support those. The fancy quote is the one right before the 2. Notice how the rest are straight quotes?

Here’s the corrected shortcode:

[connections id='2,3,4,5,6,7,9,15,12,14,10,11,13,16,8' order_by='id|SPECIFIED']
