In short, yes, the results can be ordered by zip code. See this doc page page:

Is it possible for you to mimic the directory you linked to as an example with no coding … sorry, but no. Mimicking that exactly can be done with Connections but it would require a custom template to be developed for you. I’m not available right now, but I do have a dev that I can recommend if you would like.
