Sorry, but this is how WordPress handles translations with all plugins, this is not a limitation with Connections. If you want to use the French translation, you need to be using the French translation of WordPress. I am confused as to why you would want only Connections and not the entire WordPress admin in French …

I just tried it myself and it seems to work fine for switching between languages.
