Yep, it’s a plugin, Sugar FAQs.

I did customize a bit to better suit my needs. For example the syntax highlighting, shortcode support, the permalink, the comments link and various admin tweaks so I could better filter the FAQs so I could find what I was looking for. I have well over a 100 spread out throughout the various products; so I better filtering.
