I think this is a PHP server config issue. The important part of the message is; open_basedir restriction in effect.

Some searching lead me to these two pages:

The thing that gets me why the messages started and stopped for you. These paths haven’t changed between versions. So, perhaps there is a security related plugin you have installed???
