The CSS loads in the head by default and the JS in the foot. Are you doing something to change this? Are you using any plugins that alter CSS and JS loading and such? Can you share the link to the actual page? Screen shots are not going to help me help you. If you need to keep it private, please check the private reply box before posting the link.
