By the time you get to the import step, the file has already been uploaded and converted to batched JSON files. YOu should find these in this folder:

../wp-content/uploads/csv_files

Are they there?

You could also try uploaded the file renamed from .csv to .txt.

If you want, attached the CSV file you are trying to import and reply back with a WP admin and FTP login, as a private reply, and I’ll take a look.
