Sorry, no, there is not an out of box solution to search by radius within a custom field type. If you are able to make your license types categories instead, then yes this would be possible. See this site as an example:

The multiple category search can search on multiple category options within a zip radius. This addon is something I offer to those who have purchased the Extension Pack or the Pro Pack on user request. It is a beta addon which is complicated to setup. But if you are very familiar with WordPress shortcode it is not all that bad.
