Yes, you can activate the license on your test site as long as the test site conforms to a few rules to allow this. Here’s the link to the FAQ.

If your test site does not conform to those rules, that is not a problem… only activate the license in the site in which you plan to receive updates for the template. The template will function just fine without being activated, it just will not be able to receive updates on a site where it is not activated.
