What about the PHP error logs like I had suggested? After making the changes, what does the error say now? I suspect the changes are not actually being applied. The way PHP works you can set the values to anything you want, but the webhost can “hard limit” or prevent any actual changes from being applied.

I’m curious as to what the error log will say now.
