That is the “Import Categories” tool, notice the header and the tool description.

Tom import the entries with a CSV site you need the CSV Import extension.

But, that is not what you want to do if you are migrating a dev site to a live site. You want to use a plugin like BackupBuddy or Duplicator and move the whole site in one go.
