Create a root category parent for each language. Under each language parent, add your category names in the translated language.

When adding your entries, add them to all the language categories that apply.

On the two different language pages, use the exclude_category shortcode option to exclude the language categories that should not be displayed.

It’s a little complicated, hope it make sense!
