They are mailtto link by default. The links will only function if the desktop has an application installed which can process mailto links, such as the desktop app Outlook. On a mobile device, the links will only in the user’s default mail app. If you are using web based email on the desktop, the links will not do anything because they will require a desktop handler.

If they do not appear as links on the page, this is because of the theme’s default styling for links. You’ll have to add custom CSS to the theme to apply the underline.
